Morning Keynote: Transformation & Transparency at the Oregon Health Authority (OHA)

Two years ago, the Oregon Health Authority (OHA) was in turmoil. A series of crises over several years—from the Cover Oregon debacle to a scathing Medicaid overpayment audit—had rocked the state agency, coinciding with sagging staff morale and the departure of the most recent director.
Enter OHA’s new director, Pat Allen, who had previously run the state agency that regulated health insurance companies. Allen came in with a new leadership team and a strong commitment to transparency. Since Pat’s arrival, the agency has revitalized its relationships with stakeholders, improved its standing with the legislature and re-energized staff morale.
